Description:

Create an ellipse using elliptical shape tool.

Enable "subtract from shape area" at the top bar.

Create a circle using elliptical shape tool.

Similarly create more circles. Press Ctrl+T.

Right Click and select Warp. Adjust the nodes as shown.    More detail...
